Perfect Constitution is the Document to guarantee Self-Fulfillment and arrange the Necessary Conditions for it
Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, made the foregoing statement in the interview to Rada television channel.
"A perfect Constitution is the document to guarantee self-fulfillment and arrange the necessary conditions for it," declared V.Lytvyn. "The person decides everything else."
Moreover, the Head of the Parliament believes that the Constitution should envisage "a powerful enough President, powerful enough representative authorities formed by the public, not political parties, an independent and responsible Cabinet of Ministers, and broad authorities of the local authorities."
V.Lytvyn believes that the Fundamental Law should clearly determine the competence of the local and central authorities, offering financial support for respective authorities. He stated that central power should tackle the issues of security, defence, environmental and foreign policy.
The Chairman of the Verkhovna Rada of Ukraine declared, "The Constitution is a great social agreement, a treaty between the state and the society, the authorities and the public, whereby they shall observe the given frame of reference and follow the established rules of co-existence and relations, not trespassing the legal, political, moral and psychological framework."
